Serranilla Bank

A large atoll, with a few small islets, the biggest completely overbuilt with houses and some military facilities, abandoned now. It's current status is disputed between several countries.
Potential:
It is an attractive location, if you are able to grow a sufficient amount of food here, and keep the powers-that-be in disagreement. There is no mention of a water source though(?).
